Have anyone of you gone through the memorandum submitted by the Secretary General of Central Excise Gazetted Executive Officers' Association before the Implementation Committee of the 7th CPC? It's one of those write-ups that are destined to find their rightful place in the dustbin. How could an elite and educated cadre of Central Government Officers allow such a memorandum be placed before the implementation cell? Needless to say that this cadre has been ill treated the most by the central pay panel and it was only expected that they would raise their reasoned voice against the injustice meted out to them. Instead we find a memorandum whose contents are, least to say, border on the realm of stupidity! The anarchy residing in the cognitive faculty of the person penning the memorandum is glaringly manifest in its each paragraph. More subtly put, the person requires to have his head examined by a medical professional instead of being allowed to adorn the coveted chair of the association. The unfathomable gap between the reasonable demand to be put before the implementation cell and the memorandum that has been published in the association's official blog with childish exuberance calls for a genuine rethinking so that the memorandum in question is recalled and redrafted by a saner office-bearer of the association so that it can at least convey legitimate the demand of officers in plain and simple terms.
